Is that a hula hoop or a surfboard with doble fins? I think I need reading glasses- LOL!

I think that this could be a right brain or a left brain thing. Do you see a hoola hoop or a surfboard???? The picture was taken in Durango Colorado, so I imagine it is a hoola hoop.
I love this one. Can I add it to my collection of graffiti and funny signs?
No Hula hooping. I love it someone was clever.
